Besmira Dyca of Wageningen University, Netherlands, gave a guest lecture at the Department of Spatial Planning at TU Dortmund University, Germany, about land policy instruments and how to deal with scarcity of land. She and the students had a vibrant discussion about property taxes and active land policy.
